I have etc., to acknowledge

the receipt of Mr.Southorn's Conf.

telegram of the 9th October, regarding

the appointment of a Deputy Treasurer.

I regard it as essential

the present

that the appointment should, on

occasion, be given to an officer

with suitable qualifications and

experience selected from outside the

Hong Kong service and that this

officer should, on Mr.Messer's

retirement at the end of 1930, succeed

to the Treasurership.

There is, however, no

intention that my decision in this
